FLSA:Exempt position, not eligible for overtime compensation.
This is responsible work of a technical nature in the analysis, operation, maintenance and production of information support functions within a department.

Work involves responsibility for analyzing, evaluating, developing and implementing technical support needed to enhance the effective and efficient operations of a department. An employee of this classification meets with the division heads, section chiefs and other technical personnel to evaluate needs, analyze functions, develops or recommends the development of alternative or new methods to meet specific requirements in utilizing the geographic information system charts, maps and/or microcomputer applications. Decisions of major policy matters are made by administrative superiors; however, the analyst is responsible for initiating procedures and exercising judgment and discretion in the attainment of desired objectives. Work is assigned and reviewed through conferences with administrative superiors, observation of work performance and reports. Internet/Intranet based mapping / extensive website development are also requirements for this position.

 Essential Functions:
Meets with division or section heads to review nature of request as it relates to microcomputer application or geographic information systems or other technical systems.
Analyzes and reviews existing software and hardware capabilities; recommends new or alternative methods to meet requirements.
May design, develop and operate relational data bases to produce complex statistical information needed in the production of graphs, charts and maps as supportive data and professional visual presentation.
Provides software and hardware support to microcomputer terminal users; analyzes and develops departments' automation requirements.
Manages users' security access and permissions in several applications as well as active directory.
Prepares and produces statistical reports, proposals and other special reports as needed.
Ensures and maintains network systems within a department.
Reviews and implements microcomputer and mainframe interface requirements.
Participates in the preparation and compilation of complex research data and studies for presentation to the City Commission, other departments or agencies.
Consults and advises other staff members regarding system usage, planning, upgrading and trouble shooting.
May design and produce - through mainframe resident data-statistical reports via ad hoc reporting utility.
Participates in long range strategic planning and provides technical support as required.
Serves as a liaison between other departments and outside agencies regarding utilization of geographic information system and provides user support on microcomputer software ore hardware problems.
Coordinates and may implement systems training of other departmental personnel as needed.
Performs other related duties as required.

 Minimum Requirements:
Bachelor's Degree in Public/Business Administration, Computer Science, Management Science or a related area and one (1) year of responsible technical experience in geographic information systems design, maintenance of database and general mapping and/or development of automated information systems applications.
Equivalent combination of education and experience beyond a high school diploma or its equivalent.

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted.  Audit/Academic reports are not accepted as substitutions for college transcripts.
  2. To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits, Associate's degree, or Bachelor's degree or higher in an unrelated field.

Selection Preference for City Residents: In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the employment application and again at time of interview:

A. Utility bill dated within 60 days of the date of submission
B. Valid Florida Driver License or State-issued I.D.
C. Property Tax Statement dated within 1 year of the date of submission
D. Properly executed valid lease agreement
E. Homestead Exemption dated within 1 year of the date of submission
F. Motor Vehicle Registration dated within 90 days of the date of submission
G. Official school records or transcripts, dated within 90 days of the date of submission
H. W-2 (or 1099) Tax Form dated within 1 year of the date of submission

City of Miami residents are granted selection preference over non-City of Miami residents within the same ranking band resulting from an interview process. 

Selection Preference: Selection preference within the same ranking band resulting from an interview process will be granted in the following order: 1) preference eligible veterans, 2) active City of Miami employees, 3) City of Miami residents, 4) all others.
