This position is responsible for a high level technical review of engineering aspects of surface water management (SWM) and environmental resource permit (ERP) applications.

The successful candidate will be expected to have advanced knowledge of hydrology, hydraulics and engineering mathematics and economics; and local government ERP/SWM permitting programs, criteria, and practices.
 
Requires experience in the use of computer hardware and software of water resource programs; experience in utilizing construction plans and specifications, engineering and environmental reports, and water resource computer program output; and experience in communicating credibly with engineering professionals, attorneys, construction professionals, developers, agriculturists and others on the District's ERP/SWM regulatory program and related matters.
 
This position is primarily responsible for the timely review and analysis of highly complex ERP/SWM permit applications in accordance with new or established criteria, and skillfully preparing the necessary written and oral reports commensurate with the complexity of the applications.
 
Projects and tasks are performed independently with minimal direction and guidance of a supervisor, with instructions given regarding general expected results and objectives. Incumbent is expected and responsible for maintaining close communication with direct supervisor on various issues and matters as well as on the status of deliverables and assignments. Work products are reviewed for technical accuracy and overall quality, as well as application of sound professional judgment and for adequacy in meeting objectives. Excellent written and oral communication skills are required.
 
Prior experience analyzing ERP/SWM permit application documentation, preparing staff reports, using regulatory databases, and familiarity with SFWMD business processes are preferred. The candidate must be extremely organized and have the ability to work under tight deadlines.

Employment Guidelines (May be filled as an Engineering Specialist 4, Engineering Specialist 3, Engineering Specialist 2, or Engineering Specialist 1)
Staff Engineer: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and four (4+) years qualifying experience that demonstrates measurable career progression in water resource engineering.  Prefer candidates with at least one (1) year of experience with ERP/SWM permitting programs.  Incumbent has State of Florida Professional Engineer (PE) license and keeps licensure status current. Valid State of Florida Driver’s License required.
 
Engineering Specialist 4: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and four (4+) years qualifying experience that demonstrates measurable career progression in water resource engineering.  Prefer candidates with at least one (1) year of experience with ERP/SWM permitting programs.  Incumbent continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements.  Valid State of Florida Driver's License required.
 
Engineering Specialist 3: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and two (2+) years qualifying experience that demonstrates measurable career progression in water resource engineering.  Prefer candidates with some experience with ERP/SWM permitting programs.  Incumbent continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements.  Valid State of Florida Driver's License required.
 
Engineering Specialist 2: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and one (1) year qualifying experience that demonstrates measurable career progression in water resource engineering.  Incumbent continues the process for attaining State of Florida Professional Engineer license by receipt of Engineer-in-Training (EIT) designation and continuing to accumulate acceptable experience for work time licensure requirements.  Valid State of Florida Driver's License required.
 
Engineering Specialist 1: Typically has Bachelor of Science degree from an ABET/EAC accredited program in Civil, Environmental, or related engineering field and less than one (1) year qualifying experience that demonstrates measurable career progression in water resource engineering.  Incumbent begins the process for attaining State of Florida Professional Engineer license by passing the Fundamentals of Engineering (FE) exam and receiving Engineer-in-Training (EIT) designation.  Valid State of Florida Driver's License required.

Physical Requirements/ Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
