Job Description
Senior practitioner with construction and scheduling experience that provides support to the Project/Construction Managers (PM/CM) for a comprehensive/integrated planning process for standard to complex/critical construction projects.

?Candidate must have expert knowledge in Primavera P6 software.  

The Project Controls & Scheduling Manager supports the District’s initiatives and programs, which includes the appropriate project controls and schedules to ensure the project is completed in the most efficient and effective manner per Contract Documents. Also, the practitioner assists with providing full life cycle cost estimating services and analysis to construction projects that support the District’s initiatives and programs.
 
Incumbent holds a position of meaningful influence and impact for the District based on the financial costs and timing aspects associated with each construction project from the conceptual to close-out and through post-completion phases, incumbent provides comprehensive and proactive consultation services and advice to PM/CMs. During any construction project phase, incumbent provides cost estimating services that are straightforward to prepare and complete and/or assists a more senior level estimator on a large/complex construction project.

This includes:
• Review the construction contractor’s preliminary, baseline and updated cost loaded construction schedules and verify they have been prepared in accordance with District’s standards and Contract Documents.

• Assist the PM/CM in comparing the construction contractor’s cost loaded schedules to the District’s fiscal year budget to assure there are adequate funds available for the fiscal year.

• Assist the PM/CM in comparing the construction contractor’s preliminary construction schedule to the project’s field-staffing plan for consistency of the work days, hours and oversight needs.

• Review each contractor’s monthly updated schedules and revised baseline submittals to ensure that each project’s construction activities and progress are correctly reflected.

• Review the progress of various construction projects and evaluate the current schedule against the approved baseline for changes. Evaluate the percentage completed for each construction activity as indicated in the contractor’s construction schedules; examine/critique findings; and, provide summarization analysis of the contractor’s monthly schedule updates.

• Incorporate corrective measures in all schedule specifications and documentation to effectively address and resolve all types of float issues that may arise in the District’s best interest.

• Assist the PM/CM in presenting and gaining consensus on the change order review process for each project that equally recognizes the needs/concerns of contractors and maintains the District’s “ownership” of the project. This includes but not limited to change orders in project scope, cost, time, and goods and materials.

• Provide cost estimating support of construction for heavy civil and water resource projects, preparation of pre-bid construction estimates and analyzing outside consultant construction cost estimates and bids.

• Prepare and present quantity survey or “takeoff” for assigned aspects of a project. This includes completing comprehensive analysis to arrive at decisions on equipment needs; sequence of operations; construction crew size; and, physical constraints at the site.

• Prepare/track/present a cost summary for specific aspects of an entire project such as the costs of labor; tools, equipment machinery, and vehicles; goods and materials; permits/licenses; insurance; subcontracts; markup; and any other costs unique to a specific construction project.
 
Apply proactive and predictive analysis techniques to ensure both the controls and the schedules for assigned projects are implemented and administered as consistent with the District’s goals, policies and procedures as well as industry standards and precedents.

Demonstrates strong negotiation, problem-solving, conflict resolution, and communication skills. Provides detailed information, commentary and opinion to PM/CMs to assist them in making the “preferred” contract-related decisions for each project.

The Project Controls & Scheduling Manager keeps abreast of new technologies and construction discipline specific trends.

Required:   Must be an expert in using the latest version of Primavera P6 and proficient in using computer software such as E-Builder, MS Project, and MS Office software. Proactively applies new trend information/knowledge to all work assignments and shares such information as appropriate throughout the Bureau.
 
Employment Guidelines
Receives minimal supervision and guidance related largely to overall key objectives, critical issues, new concepts, and policy matters.  Typically has Bachelor's Degree in a related field such as but not limited to Building Construction, Civil or Construction Engineering and Construction Management, and 5+ years' of experience building logic-networked, resource and cost loaded project schedules that demonstrates measurable career and technical progression that can be applied to support both the Bureau’s Annual Work Plan and the District’s initiatives and programs.
 
Licenses
Valid State of Florida Driver's License is required.
 
Physical Requirements/Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Composition of office and field work (percentage dependent upon position requirements), with regular exposure to a hot and humid environment in remote and heavy vegetative areas.
